本报告主要论述我国特色小镇的培育创建过程，从宏观背景出发，结合特色小镇的内涵，论述了我国特色小镇培育创建的发展脉络，进而加深对特色小镇在概念和政策上的理解。在国家层面，主要对特色小镇培育的总体思想、培育原则、培育举措、培育标准、培育评比分析以及对未来特色小镇的发展方向进行总结。结果显示：我国特色小镇存在同质化严重、生搬硬套、规划不合理、市场机制不健全等问题。应当引入退出机制、建立有效的约束和激励机制、正确处理政府和市场关系等多措并举，提高小镇质量。
<<This report deepens the concept and policy of characteristic towns. At the national level，it mainly summarizes the general idea，principles，measures，standards，evaluation and analysis，as well as the development direction. The coordination between different ministries is not very coherent and smooth. Although the characteristic towns in China have developed vigorously，there are still some problems. Some relevant policy suggestions have been put forward on these issues.
