This report analyzes the methods to finance easily in capital markets for characteristic towns in spite of the long cycle of construction. There are several ways：equity instruments，debt instruments，and some other new financial instruments like Public-Private-Partnership，which we call PPP for short. PPP makes government and entrepreneurs and capital cooperate in a team，improves the efficiency of construction and operation. Investment fund is another financing instrument. Debt financing is a very important way，and it could be never absent from financing.
