To build an efficient and high-quality business environment is an important basis for promoting the high-quality development in Henan Province and making Henan more outstanding. After efforts to create an efficient and high-quality business environment in Henan has made certain achievements，but there are also some problems，such as difficult implementation and investment of policies to benefit enterprises，improper government supervision，weak service consciousness and lack of sufficient support for sustainable development. To create an efficient and high-quality business environment，we should take the construction of characteristic evaluation system as the starting point，the service-oriented government as the basis，the sustainable development of enterprises as the support and the optimization of social environment as the goal.
