Social mobilization is an important carrier for promoting social construction and also a strong support for social construction. Improving the social mobilization mechanism is an important measure and urgent requirement for strengthening and improving social mobilization. Based on the many problems faced by the social mobilization construction of the Tongzhou，which is sub-center of Beijing，we can summarize the basic ideas suitable for the construction of the social mobilization system of Tongzhou from the successful experience of social mobilization at home and abroad，and gradually realize the change from “mobilization of society” to “mobilization by society”. Based on these，we will find ways to maximize social resources and mobilize the strength of members of society to build an ideal social mobilization system.
