Based on the survey data of “community registration of Party members” in 6 communities of a sub-district，the paper analyses the status of community registration and the function of incumbent Party members from five aspects：individual characteristics，identity，responsibility，participation and neighborhood integration. The findings of the paper are as follows. The incumbent Party members generally have a good sense of community identity，but they don’t have a high degree of identification with community organization. They generally have a high willingness to participate in the community，but there participation in action is low. Neighborhood relations are well integrated，but the “impression” of Party members needs to be improved. Therefore，it’s proposed that we should do a good job in seven constructions，optimize the participation in community governance of incumbent Party members，and continuously deepen the community registration of incumbent Party members.
