    北京市交通政策评估调查:小客车政策的公众意见

    摘要

    基于北京市小客车摇号申请者的调查对北京市现行小客车限购政策进行了评估。调查发现,小客车限购政策有效控制了小客车数量的过快增长,并对缓解交通拥堵发挥了积极作用,但是由于摇号申请者数量不断增加,中签率不断下降,导致公众购车需求没有得到及时满足,进而对现行政策评价偏低。调查同时发现,公众希望对无车家庭直接配置新能源指标、存量个人小客车可以交易过户,这有利于稳定公众对未来的预期以及发挥市场调节供需关系盘活存量,对此相关政策可给予积极关注。

    Abstract

    Based on the survey of applicants for rolling car numbers in Beijing,this paper evaluates the current policy of restricting the purchase of car in Beijing. The survey found that the policy effectively controlled the excessive growth of the number of cars and played a positive role in alleviating traffic congestion. However,due to the increasing number of roll applicants and the declining rate of winning tickets,the public demand for car purchase was not met and the evaluation of the current policy was low. At the same time,the survey found that the public hopes that new energy indicators can be directly allocated to car-free households,and that the stock of individual buses can be traded and transferred,which is conducive to stabilizing the public’s expectations for the future and making full use of the market to regulate the relationship between supply and demand to revitalize the stock,and the relevant policies can be given positive attention.
