In 2017，the State Council published the Regulations on Volunteer Service，which clearly stipulated the management system of volunteer service，volunteer and volunteer service organizations，volunteer service activities and promotion measures. At the same time，after ten years of rapid development and in-depth promotion，Beijing volunteer service industry is also facing new problems and challenges. In order to implement the law of convergence，deal with outstanding contradictions in practice，and ensure the construction of the “four centers” in Beijing，the regulations on the promotion of voluntary service in Beijing need to be revised in the management system，the main body of voluntary service，the activities of voluntary service，and so on. In the process of revising Beijing Volunteer Service Promotion Regulations，we need to adhere to the basic ideas of “reflecting Beijing characteristics，working around the central work，revising comprehensively and systematically，promoting norms and priority and incorporating core values into law”，and implement the basic principles of “protection of rights and interests” to promote the sustainable and healthy development of volunteer service. In the revision of the regulations，we should focus on straightening out the management system of volunteer service in Beijing，perfecting the main body system of volunteer service，perfecting the provisions of volunteer service activities，strengthening the promotion and incentive measures，and defining the legal responsibility of volunteer service. In preparing for the 70th anniversary of the National Day，the Beijing Winter Olympic Games，and other key time nodes，it is of great significance to organize and revise the regulations，which will provide institutional guarantee for the development of volunteer service，standardize volunteer service behavior and optimize the development environment of volunteer service in the capital.
