The year 2018 is the fortieth anniversary of China’s opening up reform. It is also an important year for Beijing to further promote the reduction of non-capital functions，to accelerate the construction of sub-center，and to strengthen urban and rural social governance with innovative ways. The joint of Beijing Municipal Committee of Social Work and the Beijing Municipal Civil Affairs Bureau created new conditions and provided new impetus for Beijing’s social construction in the new era. In 2018，Beijing achieved outstanding achievements in the aspect of social construction：the economy has steadily improved，the non-capital function was further reduced，the social and people’s livelihood continued to progress，social governance continued to innovate，and the joint construction and joint governance achieved remarkable results. Through in-depth implementation of the party construction leadership，persist in reform and innovation，and focusing on the grassroots construction，the social governance in Beijing is more standardized，social governance of Beijing city sub-center is progressing in an orderly manner，and the social governance in Huilongguan and Tiantongyuan Areas has achieved remarkable results. The social service system has been improved，and the service level for residents has been continuously improved. In 2019，Beijing will continue to explore the innovative way for modern mega-cities social construction，and make continuous efforts and explorations for the modernization of social structure，modernization of social governance，and modernization of social services.
