In the new era，striving to achieve fuller employment and create better quality jobs are the overall goals of employment plans. It has intrinsic necessity and realistic possibility to enrich the theoretical system and practice experience of employment priority strategies and policies under the current significant historical background. The connotations of employment priority are expanded because that employment policies have been placed at a higher level as macro policies which means that the employment policies are as important as fiscal and monetary ones. It also means that employment policies not only belong to the field of well-being issues but would be the key foundation of sustainable development both in economic and social areas. The plans of promoting employment would focus on how to remove the barrier of carrying out the employment policies into the whole economic and social fields and establish an organic system including fiscal，monetary，industrial and social policies during the 14th Five-Year Programme Period.
