There is a phenomenon of “Migrant Workers College Students” in the floating population group，and the quality structure of this group is undergoing profound changes. At present，the proportion of college students in the rural floating population in China has exceeded 10%，and the total scale of the stock of “Migrant Workers College Students” has reached 28 million，and still maintains a rapid growth. It is expected that the proportion of college students in the migrant workers will increase to more than 15% by the end of the 14th five-year plan. College graduates with rural Hukou have become an important part of migrant workers，which requires us to change the traditional cognition of migrant workers’ low skills and low educational background from the concept，and the transformation of migrant workers’ quality structure provides important support for the upgrading of industrial structure and the transformation of China’s economy.
