Potential risks in China’s economy often stem from the imbalance of national income distribution. It is manifested by the lack of investment and consumption，financing difficulties of small and medium-sized enterprises，and major risks of capital market. This imbalance has distorted the economic structure，depressed the level of factor compensation，especially the wage level，and made it difficult to improve the quality of employment rapidly. Only by rational distribution can we fundamentally resolve the potential major economic risks，thus promoting the return of various elements and economic sectors to the normal level of remuneration，thus promoting the improvement of the quality of employment.
