Apart from the US and China，the overall development of the EU digital economy is still at a leading level on a global scale and is growing steadily. In order to maintain global competitiveness，the EU’s investment in the digital economy continues to increase. In addition，the EU has accelerated the digital single market and the free flow of data to boost the vitality of digital economy. But the EU as a whole，digital divide between member states still exists，and will be difficult to eliminate in the short term.
