城市层面的数字经济竞争力测算一直是学术界的难题,本报告尝试构建了以数字创新竞争力、数字人才竞争力以及经济与基础设施竞争力为核心的城市数字经济竞争力指标体系,并选取全球主要的30个城市对其数字经济竞争力进行定量评估和特征分析。研究发现:美国的城市在数字经济竞争力方面具有显著优势,较其他国家的城市处于显著领先地位。城市层面数字经济竞争力的三个二级指标之间存在较强的正相关关系,表明城市数字经济竞争力的结构因素之间具有相辅相成、互相促进的紧密关系。美国的城市在数字人才竞争力和数字创新竞争力两个分项指标上占据绝对优势,但是在经济与基础设施竞争力方面,亚洲城市开始占据优势地位。同时,中国的两个主要城市——北京和上海均跻身经济与基础设施竞争力榜单前十名,但是北京和上海在数字人才竞争力以及数字创新竞争力方面较美国以及其他发达国家城市存在较大差距。当前全球城市层面的数字经济竞争力格局是以美国占据绝对优势地位,欧洲发达国家在城市数字创新竞争力与人才竞争力方面实力雄厚,亚洲新兴经济体国家的城市在经济与基础设施竞争力方面后来居上为主要特征。
<<Measuring and calculating the competitiveness of digital economy at the urban level has always been a difficult problem in academia. This report attempts to construct an index system of urban digital economy competitiveness with the core of urban digital innovation competitiveness,urban digital talent competitiveness and urban economy and infrastructure competitiveness,and select 30 major cities in the world. The competitiveness of digital economy is quantitatively evaluated and analyzed. The study finds that American cities have significant advantages in the competitiveness of digital economy,and they are in a significant leading position compared with other cities. There is a strong positive correlation among the three secondary indicators of urban digital economic competitiveness,which indicates that the structural factors of urban digital economic competitiveness are closely related to each other. American cities have absolute advantages in the competitiveness of urban digital talents and innovation. However,Asian cities have begun to occupy a dominant position in the competitiveness of urban economy and infrastructure. At the same time,two major cities in China,Beijing and Shanghai,have entered the competition of urban economy and infrastructure. Although Beijing and Shanghai are among the top ten cities in the list,there is a big gap in the competitiveness of urban digital talents and urban innovation compared with the United States and other developed countries. The current pattern of digital economic competitiveness at the global urban level is characterized by the absolute dominance of the United States,the strong competitiveness of European developed countries in urban innovation and talent,and the subsequent dominance of cities in emerging Asian economies in economic and infrastructure competitiveness.
