    2019年中国食品药品安全形势分析

    摘要

    本文通过对政府监管部门统计的相关数据分析,总结了当前食品药品存在的问题,食品方面的问题主要聚焦超范围超限量使用食品添加剂、微生物污染和农兽药残留超标,药品方面的问题集中于混伪品代用掺杂、药用成分含量指标未达标以及有害残留物质超标等问题。通过剖析食品药品的安全问题,本文围绕“四个最严”的标准提出了强化生产经营者主体责任、深入排查潜在风险、开展相关探索性实验以及智慧监管等一系列改进我国食品药品安全的建议,旨在保障和维护广大人民群众“舌尖上的安全”。

    Abstract

    Food and drug safety is the responsibility of the whole society,which is related to the health and life safety of the people and the future of China. The report of the 19th National Congress of the Communist Party of China clearly puts forward the implementation of the food safety strategy to protect people’s food safety. At the same time,the report proposes the reform of drug pricing and drug supply system. The above requirements reflect the high importance attached to the safety and health of the people by Xi Jinping. This report summarizes the general situation of China’s food and drug safety in the past year. With the introduction of the proposal of the CPC Central Committee and the State Council on deepening reform and strengthening food safety work,as well as the revision of the regulations for the implementation of food safety law and the drug administration law,the food and drug regulatory system has been improved greatly,and the overall situation of China’s food and drug safety has been stable. Based on the analysis of the relevant data from the government supervision department,this paper summarizes the existing problems of food and drug safety. The problems in food mainly focus on the excessive use of food additives,microbial pollution and the excessive residue of agricultural and veterinary drugs,as well as the substitution and counterfeit products. Meanwhile,the problems of the content of pharmaceutical ingredients and the harmful residual substances are also central problems. By analyzing the safety problems of food and drug,this paper puts forward a series of suggestions to improve the safety of food and drug in China,such as strengthening the main responsibility of producers and operators,in-depth investigation of potential risks,carrying out relevant exploratory experiments and intelligent supervision,and ensuring and maintaining the food safety.
