新中国成立70年来,我国社会保障事业取得了历史性成就:从部分民众享有的选择性福利转向全面共享的制度安排,从生存型福利转向发展型福利,从保障人民福祉转向追求社会主义公平共享的制度设计。2019年,我国社会保险事业平稳运行,健康保障和养老保障事业呈现快速发展态势,退役军人保障政策和实践齐头并进,幼有所育制度建设加快布局等。然而,我国社会保障仍存在不少问题,比如社保征缴体制改革在实施中面临一定阻力、长期护理保险筹资和结构不太合理、机构改革带来新的部门分割、政策和规章制度绩效评估存在挑战等。2020年是“十三五”收官之年,届时我国将全面建成小康社会,民生和社会保障将面临全面盘点与新的布局,加快落实十九届四中全会精神是工作重点。
<<In the 70 years since the founding of the People’s Republic of China,China’s social security has made historic achievements from the partly-covered welfare to the systematic arrangement of comprehensive welfare,from the survival-oriented welfare to the development-oriented welfare,and from the protection of people’s basic welfare to the systematic design of pursuing social fairness. In 2019,China’s social insurance system runs smoothly,health and pension security shows a rapid development trend,the security policies and practices of veterans goes hand in hand,and the construction of the system for children’s education is accelerating. However,there are still many problems in China’s social security,such as the resistance in the implementation of the reform of social security collection system,unreasonable financing and structure of long-term care insurance,new division brought by institutional reform,and challenges in the performance evaluation of policies and regulations. 2020 is the end of the 13th Five Year Plan. At that time,China will build a moderately prosperous society in an all-round way,and people’s livelihood and social security will face a new stage. Accelerating the implementation of the spirit of the Fourth Plenary Session of the 19th Central Committee is the key for further reform.
