On Nov.5th，2018，China Shancheng Conference was held in Guangzhou. The hosts of the Conference released Constructing City of philanthropy—Guangzhou Action Plan，putting forward directions and key issues for future development of philanthropy. The development and research base of city of philanthropy was also initiated in the Conference to lay a sound basis for constructing a coordinated network and mechanism on urban philanthropy. In implementing Guangzhou Action Plan，this report proposes to fully leverage the leading effect of the cities which enjoy advanced development of philanthropy. Besides，constructing coordinated network to effectively promote balanced development of philanthropy of the cities located in the eastern，middle and western part of China.
