Charity Law marks a new era for China’s philanthropy ruled by law. Reform of philanthropy system has been advanced and socialization and professionalization has become the crucial development directions. Based on an overview of china’s charity federation reform，this report analyzes development status and main challenges for Guangzhou’s charity federations in both city and district level. This report finds that on one hand overall operation capacity of charity federations has been optimized in 2018. Compared with the situation in 2017，total asset，net asset and total income all steadily increased in 2018. A series of explorations were conducted in terms of promoting socialized transition of charity federations，charity innovation，spreading local philanthropic culture，engagement in poverty alleviation，developing naming funds etc. On the other hand，there are great challenges in development mode，team building and brand building. In the end，this report suggests that Guangzhou Charity Federation insist on establishing a modern charitable organization of self-governance，clearly defined responsibilities and rights and sound operation system. What’s more，the Federation should improve professional capability，enhance brand building of philanthropic programs and function as regional philanthropy hub，thus promoting regional ecosystem construction of philanthropy.
