Up to the end of December 2018，there are 105 social organizations registered and identified by government of the city and the district as charitable organizations. The development of Guangzhou’s charitable organizations is featured in five aspects，namely that charitable organizations are mainly in forms of foundations and charity federations，the number of charitable organizations identified in district level is far fewer than those identified in city level，even lower than the percentage that district social organizations account for social organizations of the whole city. Besides，donation is the main source for charitable organizations. In addition，charitable foundations function limitedly in funding，resource platform building，and motivating cross-border cooperation. Moreover，the number of charitable organizations qualified to publicly raise fund is small and the organization type is confined.

The suggestions in following five aspects are proposed to address these issues. Firstly，to promote the implementation of the Charity Law and its complementary policies，especially to accelerate registration and accreditation of charitable organizations. Secondly，to stress talent cultivation for foundations and promote effective engagement of foundations in constructing local philanthropic ecosystem. Thirdly，building brand philanthropic programs and activities，so as to improve fundraising capability and efficiency of charitable organizations. Fourthly，leading charitable organizations to alter their emphasis，to fully play their role of philanthropic service in grassroots community governance. Lastly，strengthening the function of Guangzhou charity industry associations in connecting and servicing for charitable organizations.
