The development of Internet and new media technology has change the form of literature and arts，brought profound transformation in literary & artistic concept and practice，created many new types of literature and arts. Under this circumstance，as new forms of literature and arts，“network arts” have emerged and flourished. In recent years，with comprehensive practice，network arts gain more and more distinct characteristics，which are different from traditional arts. Since 2018，in the new ideological，cultural，political and legal context，network arts have shown new features in ideological guidance，technological development，production scale，aesthetic characteristics，dissemination and acceptance methods，integration and innovation，quality awareness，cultural characteristics，network governance，social influence，etc. Meanwhile，it also shows new features in value orientation，content creation，technological progress and industrial development.
