This article is based on the list of global “highly cited scientists” published by Clarivate Analytics in 2018. It is selected from the global，China and Beijing as the structural characteristics of the “highly cited scientists” list. According to these characteristics，the policy measures for the precise introduction of talents are proposed from three aspects：domain distribution，drawing high-end talent maps and conducting special investigations.
