本文以科睿唯安公司2018年发布的全球“高被引科学家”榜单为依据,分析全球、中国以及北京市入选“高被引科学家”榜单人员的结构特征,并从领域分布、绘制高端人才地图以及开展专项调查三个方面提出了精准引进人才的政策措施。
<<This article is based on the list of global “highly cited scientists” published by Clarivate Analytics in 2018. It is selected from the global,China and Beijing as the structural characteristics of the “highly cited scientists” list. According to these characteristics,the policy measures for the precise introduction of talents are proposed from three aspects:domain distribution,drawing high-end talent maps and conducting special investigations.
