The commendation and reward of scientific and technological workers are important measures to stimulate the enthusiasm of technologists. It is also an important mean to lead the whole society to respect and advocate innovation. In recent years，with the increasing attention to scientific and technological innovation by the state，a relatively complete system of commendation and reward for scientific and technological workers has been established from the central to the local governments. The scientific and technological workers can get more incentives. At the national level，a situation has been formed in which the “National Science and Technology Awards are refined，and provincial and ministerial awards and social forces are set up in a healthy and orderly manner”. In Beijing，at the end of 2018，there were a total of 147 commendation awards at the municipal level，38 in the name of the municipal party committee and municipal government，and 109 in the name of municipal authorities. Among them，there are 11 scientific and technological awards projects commended by the municipal party committee and municipal government. In addition，various social organizations，units，foundations have also set up some awards. These awards have played a significant role in stimulating the creative enthusiasm of researchers in Beijing. At the same time，however，issues such as repeated awards，wrong evaluation mechanisms，and insufficient influence of the awards are increasingly exposed，which limits the full play of the rewards. To encourage the construction of the National Science and Technology Innovation Center，effectively improve the fairness，pertinence and co-ordination of this work，it is important to accurately and objectively understand the current status and problems of Beijing’s scientific and technological commendation and reward work.
