    世界能源的平台化趋势与大数据治理(2017~2019)

    摘要

    新能源成为增长最快的能源种类,并很可能是未来的主力电源之一。新能源中发展最快的是分布式新能源,主要包括分布式光伏、分布式风电。氢燃料电池和锂电池等移动储能技术属于分布式新能源技术的一类,被全球公认为是未来能源技术创新的关键突破口,将对未来能源格局产生深远影响。分布式新能源主要应用于电力领域。分散的电力消费者可以在屋顶、院落、田间等闲置空间安装光伏或风力发电系统,并因此成为电力的生产消费者。这种与生俱来的生产消费者优势正在推动能源产业平台化发展,并将产生能源平台新生态。促进能源平台化发展是顺应新一轮科技革命和产业变革、加快能源转型和能源新经济发展的内在要求。在能源平台化发展过程中我国面临诸多大数据治理挑战,主要体现为完整的能源数据链尚未形成、能源平台的数据价值尚未充分释放以及能源平台化的数据治理模式亟须创新。建议尽快启动能源平台大数据治理的顶层设计,同时补齐能源平台数据治理的短板。要提升新能源全球竞争力,并减少改革的阻力,可从光伏云等分布式新能源平台的数据治理切入,以增量发展带动存量的升级与创新。

    Abstract

    New energy has become the fastest growing energy and will likely be one of the main power sources in the future. Distributed energy resources including distributed photovoltaic and distributed wind power are developing rapidly. Mobile energy storage technologies,such as hydrogen fuel cell and lithium battery,are distributed new energy technologies too. They are regarded as the key breakthrough of future energy technology innovation in the world and will have profound impacts on the future energy pattern. Distributed new energy is mainly used in power field. Scattered power consumers can install photovoltaic or wind power generation systems on roofs,in courtyards or fields and become power prosumers. This inherent prosumer advantage is promoting the development of energy industry platform and will produce a new energy platform ecology. To promote the development of energy platform is to comply with the new round of scientific and technological revolution and industrial reform and to meet the internal requirements of strengthening energy transformation and energy new economic development. The energy platform development in China is facing the big data governance challenge,mainly reflected in the followings:the complete energy data chain has not been formed,the data value of energy platform has not been fully released and the data curation mode of energy platform needs to be innovated. It is suggested to start the top-level design of big data governance of energy platform as soon as possible,and make up the short board of data curation of energy platform. In order to enhance our global competitiveness in new energy,we can start from the data curation of distributed new energy platforms such as photovoltaic cloud to promote the upgrading and innovation of the stock by incremental development.
