Short video content violates laws，regulations，ethics，and frequent video copyright infringement are major legal issues encountered in the development of short video. The domestic government mainly carries out the governance from the perspectives of laws，industry norms，the guidance of judgment and the specific administrative actions of state institutions. However，the short video content is too much entertainment，and the short development of copyright protection technology is two major difficulties encountered in the current short video management. With technology governance as the main means，the state’s appropriate intervention in the development of short videos under the premise of respecting the market is an alternative path to break short video governance dilemma.
