This paper analyzes the industrial operation in 2019 and forecasts the expected target in 2020. Firstly，the economic situation and environment at home and abroad are analyzed. Secondly，we analyzes the main characteristics and existing problems of the current industrial economy. Thirdly，we analyzes the favorable and unfavorable factors that will affect the industrial operation in the future. On this basis，we predicts the expected growth rate of industries above the scale in 2020. Finally，we put forward the policy proposal that stabilizes industrial production.
