本报告解析了跨境电商的基本概念,对跨境电商B2C和跨境电商B2B的内涵和外延进行了界定,从商业模式和海关监管模式角度对跨境电商进行了分类;并系统梳理了跨境电商发展历程,从交易规模、交易结构、商品品类、用户数量、商品来源国等方面阐述了跨境电商的发展现状。在此基础上,重点分析了跨境电商与一般贸易的本质区别:一般贸易主要是生产端导向,跨境电商是消费端导向,两种贸易方式在贸易主体、贸易商品、贸易形态、贸易链条、监管原则、交易模式、征信模式、准入模式和风险承担主体等方面都存在较大差异。目前,跨境电商虽在一定程度上替代了传统一般贸易,但同时也将触角延伸到一般贸易所不能及的地方,与一般贸易形成了相互补充、相互促进的关系。作为国际贸易新业态新模式,跨境电商的快速发展对国家、企业、消费者乃至全球贸易规则都产生了不可忽视的作用,具有巨大的社会价值。
<<This report analyzes the basic concepts of cross-border e-commerce,which defines the connotation and extension of cross-border e-commerce B2C and it classifies cross-border e-commerce from the business model and customs supervision model. The development process of cross-border e-commerce is systematically analyzed,and the development status of cross-border e-commerce is elaborated from the transaction scale,transaction structure,merchandise categories,number of users and source of goods. On this basis,analyzed the essential differences between cross-border e-commerce and general trade. General trade is mainly production-oriented,and cross-border e-commerce is consumption-oriented. There are significant differences between two trade modes in the trade subject,trade merchandise,trade morphology,trade chains,regulatory principles,transaction modes,credit investigation modes,access modes and risk undertaking. At present,although cross-border e-commerce has replaced traditional general trade,it has also extended to places which beyond the scope of general trade,forming a relationships of complementary and promotion with general trade. As a new format and mode of international trade,the rapid development of cross-border e-commerce has played an important role in the Countries,enterprises,consumers and the global trade rules. It has great social value.
