社会办医是我国医疗卫生服务体系的重要组成部分。为深入了解广西社会办医现状,梳理优势成效,发现存在问题,剖析与兄弟省份的差距并借鉴经验,从而为广西社会办医地方政策的制定与落实提供循证建议,课题组对广西壮族自治区2011~2017年社会办医发展状况进行了文献研究以及对部分地区进行了实地调研。结果显示:广西社会办医具有充足的发展空间和相对宽松的准入空间,不同主体层面均出台了鼓励和引导社会办医的政策,以监管为抓手推动社会办医质量与安全水平提升。但社会办医政策的突破和落地实施尚存在许多问题。由此建议:构建跨部门协作机制,卫健、医保、市场监管、工商、民政、发改、公立及民营等各部门机构应该加强联系、协调配合、明确职责,就现实问题展开磋商和有效解决,同时强调地方政策的循证制定与落地实施,以促进广西社会办医持续、健康和规范发展。
<<Social medical service is an important part of China’s health service system. In order to gain an in-depth understanding of the current situation of social medical service in Guangxi,to sort out the advantages and effects,to find out the problems,to analyze the gaps with the brother provinces and to learn from the experience,so as to provide evidence-based recommendations for the formulation and implementation of local policies for the social medical service in Guangxi,the research team conducted a literature study on the development of social medical service in Guangxi Zhuang Autonomous Region from 2011 to 2017 and field research in some areas. The results suggested that Guangxi’s social medical institutions have sufficient development space and relatively loose access space. Policies were issued at different levels of the main body to encourage and guide the social medical service,and to promote the quality and safety of social medical institutions. However,there were still many problems in the breakthrough and implementation of the social medical policy. Therefore,it was recommended to build an cross-sectoral cooperation mechanism. The departments of health care,medical insurance,market supervision,industry and commerce,civil affairs,development and reform,public and private sectors should strengthen their ties,coordinate and cooperate,clarify responsibilities,and conduct consultations and effective solutions to practical problems. At the same time,it emphasized the evidence-based formulation and implementation of local policies to promote the sustainable,healthy and standardized development of Guangxi social medical service.
