2008年，无锡启动健康城市建设，秉持“将健康融入所有政策”理念，以保障群众的健康权益为出发点，以重点工作项目化管理的手段，围绕城市环境持续改善、健康服务质量有效提升和居民健康素养不断提高三个重点，先后开展三轮专项行动计划，不同周期有不同的工作重点。每轮行动计划都做到制订前有论证，实施后有评估，在探索和实践中逐步形成“四个一”工作模式，有效提升了居民健康素养水平，实现了健康细胞规范化建设的更新升级，加快了健康环境、健康社会、健康人群协调发展，逐步让“健康无锡”走向现实。
<<In 2008，Wuxi launched the healthy city construction，adhering to the concept of “integration of health into all policies”，taking the protection of the health rights and interests of the masses as the starting point，focusing on the improvement of the urban environment，the effective promotion of health service quality and the continuous improvement of the residents’ health literacy. Three special plans of action were launched，with different priorities in different cycles，each of action plan was carried out before the development of health，and after the implementation of healthy people were evaluated，and gradually formed into four models.
