基于现阶段我国食品安全形势的严峻性和复杂性,从2014年开始,国家决定在全国范围内推广实施国家级食品安全示范城市创建活动。经过实地调研,现阶段国家级食品安全示范城市在推广和创建过程中取得了一定的效果,但仍存在一些突出问题。对已经创建成功的国家级食品安全示范城市的现状和现存问题的分析显示,国家推动食品安全示范城市(区)建设具有很强的带动和示范意义,更多城市(区)加入这一潮流中来,对保障食品安全起到重要作用。同时,在已经建成的示范城市(区)中还存在制度体系不完善、监管技术手段落后或落实不到位、企业主体责任意识不强、宣传力度不大、经费投入不足、食品安全社会共治局面未真正形成等问题,这些都需要在进一步改革中加以完善。

Based on the seriousness and complexity of China’s food safety situation at present,the state has decided to promote and implement national food safety demonstration city-building activities throughout the country since 2014. After on-the-spot investigation,the present state-level food safety demonstration city has obtained certain effect in the promotion and the establishment process,but still has some outstanding problems. The analysis of the status quo and existing problems of the national food safety demonstration cities which have been successfully established shows that the national push for the construction of food safety demonstration cities (districts) has a strong driving and demonstration significance,and more cities (districts) join in this trend and play an important role in ensuring food safety. At the same time,there are still some problems in the established demonstration city (district),such as imperfect system,backward supervision technology,weak responsibility consciousness of enterprise main body,little publicity,insufficient investment and lack of food safety social co-governance,which need to be perfected in the further reform.
