The 19 th National Congress of the Communist Party of China（CPC）proposed that the construction of beautiful China，garbage classification action is to implement the new concept of development of important measures. As the capital of the first good，Beijing’s experience and practice of garbage classification play an important role in the whole country. From the urgency of Beijing’s garbage classification，and telephone questionnaire survey，the current Beijing garbage classification existing problems：waste classification system foundation has not been formed，market mechanism has not been formed，the lack of a strong policy support source reduction，residents habits have not been formed，demonstration film area in the establishment of the work in the system cover promotion，residents living garbage mixed-pack phenomenon coexist，express packaging one-time goods source reduction measures inadequate overall planning. By means of social governance，fiscal policy，modern science and technology，enforcement of law，inspection and assessment，legal guarantee，Beijing’s practice of garbage classification should be promoted，and efforts should be made to establish a system of waste classification and reduction，train the habit of garbage classification，improve the market operation mechanism of garbage classification，form a pattern of multi-governance of garbage classification，strengthen the construction of law of garbage classification，guide the way，promote the work of garbage classification and publicity.
