    提升城市韧性的案例与经验:以北京气象部门应对暴雨灾害为例

    摘要

    城市韧性是衡量城市可持续发展能力的主要指标。气候变化加大了极端天气气候事件的发生频率,城市气象部门在提升极端灾害的预防预警、加强部门应急协调和联动能力、提升公众科普宣传力度等方面都发挥着积极的作用。暴雨是中国发生频率最高、灾害损失最大的常见极端天气,近年来中国许多特大城市频繁遭受暴雨灾害的影响。本文以北京2012年“7·21”暴雨、2016年“7·20”暴雨为例,进行典型案例分析,以气象部门为例,分析了城市应对暴雨灾害所采取的主要措施及其效果。气象部门的主要举措包括:(1)提升气象灾害预警准确率和提前量;(2)加强部门联动会商机制,提升极端天气精细化应急能力;(3)提升气象信息服务能力。北京作为特大城市之一,气象部门提升暴雨韧性的案例对其他城市具有典型和借鉴意义。

    Abstract

    Urban resilience is the main index to measure urban sustainable development ability. Climate change has increased the frequency of extreme weather and climate events. Urban meteorological departments have played an active role in improving the prevention and early warning of extreme disasters,strengthening the emergency coordination and linkage capacity of departments,and promoting public science publicity. Rainstorm is a common extreme weather with the highest frequency and the greatest disaster losses in China. In recent years,many mega-cities in China have been frequently affected by rainstorm disasters. Taking the July 21,2012 and July 20,2016 rainstorms in Beijing as examples,this paper makes typical case analysis,and takes meteorological departments as examples to analyze the main measures and effects of urban upgrading rainstorm disasters. The main measures taken by the meteorological department include:(1) improving the accuracy and advance of meteorological disaster warning;(2) strengthening the mechanism of inter-agency consultation to enhance the meticulous emergency response capability of extreme weather;(3) improving the capability of meteorological information service. As one of the mega-cities in Beijing,the case of meteorological departments to enhance the resilience of rainstorms is typical and useful for other cities.
