中华民族自古以来就与冰雪有着不解之缘,在筹办2022年北京—张家口冬奥会之际,我国提出“北冰南展西扩东进”的冰雪运动推广战略,这既是20世纪“北冰南展”口号的继承和延伸,也是新时代下在全国普及冰雪运动、全力备战冬奥会的重要途径。经调查,本战略提出以来,各地区在冰雪竞技人才培养、普及群众冰雪运动、发展冰雪产业、传承冰雪文化等方面均有突破,但也面临优劣势项目分化严重、弱势项目关注度不高、群众参与冰雪运动频率低且缺乏场地、体育产业中鲜有知名民族品牌、地方特色冰雪文化尚未形成等推广难题。在此背景下,本研究根据冰雪竞技、群众冰雪、冰雪产业、冰雪文化四个板块提出具体建议,其中包括竞技体育分时分段“四步走”、群众冰雪以“冰雪运动进校园”和“全民健身”为主抓手、开发“冰雪中国”App、冰雪产业“一松一紧”促共享、民族传统冰雪活动再现赢民心等,旨在帮助“北冰南展西扩东进”战略进一步落地实施,全国各族人民共享冰雪运动,共建美好冬奥。
<<The Chinese nation has been bound by ice and snow since ancient times. When bidding to prepare the 2022 Beijing-Zhangjiakou Winter Olympic Games,China put forward the strategy of “extending winter sports from the north to all parts of the country”,which is not only the inheritance and extension of the slogan of “extending winter sports to the south” in the last century,but also an important way to popularize winter sports in the whole country and prepare for the Winter Olympic games in the new era. According to a survey,since the strategy was put forward,various regions have made breakthroughs in the cultivation of winter sports competitive talents,popularization of public winter sports,development of winter sports industry,inheritance of ice and snow culture and other aspects. However,they still face some extension problems,such as serious differentiation of superior and inferior projects,low attention of inferior projects,low frequency of public participation in winter sports and lack of venues,few well-known national brands in the winter sports industry,lack of local winter sports culture and so on. In this context,this study puts forward specific suggestions based on the four sections of competitive winter sports,public winter sports,winter sports industry and winter sports culture,including “four-step” of competitive sports,“winter sports on campus” and “public fitness”,the building of the App named “ice and snow China”,“slack and tight” of winter sports industry,and the revival of traditional winter sports activities to win the mind of people,etc.. All these are aim at implement the strategy-“extending winter sports from the north to all parts of the country” better,and help the Chinese people of all ethnic groups share the winter sports and build the 2022 Beijing-Zhangjiakou Winter Olympic Games together.
