    回归后澳门公务人员培训制度改革

    摘要

    回归以来澳门特区政府高度重视公务人员的培训,取得了一系列的成绩,形成了澳门公务人员的独有特性。与此同时,澳门公务人员培训制度依然存在着针对性不强等各种问题和缺陷,需要认真检讨并加以完善。究其原因,公务人员培训是内嵌于既定的公务人员制度的制度安排,完善公务人员培训制度,首先需要增强培训制度和诸如评估制度、晋升制度等各项公务人员制度的关联,打通各个人事管理环节之间的互通互联,而不是让各个管理环节各自作战,由此激发公务人员的士气,增强公务人员培训的积极性。在这个基础上,未来澳门公务人员培训制度的改革重点还要着力推动制度的系统化和精细化,加强培训的针对性,实现公务人员培训对个人发展和组织发展的双向促进功能。

    Abstract

    Since the return, the Macao SAR government has attached great importance to the training of public servants and has achieved a series of achievements, forming the unique characteristics of Macao's public servants. At the same time, there are still various problems and shortcomings in the training system for public servants in Macao, which need to be carefully reviewed and improved. The reason is that the training of civil servants is an institutional arrangement embedded in the established civil servant system. To improve the civil servant training system, we must first strengthen the relationship between the training system and various civil servant systems such as the evaluation system and the promotion system, and open up all personnel. Interoperability and interconnection between management links, rather than letting each management link fight on its own, thus stimulating morale and enhancing the enthusiasm of civil service training. On this basis, the focus of the future reform of the training system for public servants in Macao will also focus on promoting the systematization and refinement of the system, strengthening the targeted training, and realizing the two-way promotion function of personal training and organizational development of public service training. <<

    鄞益奋:澳门理工学院社会经济与公共政策研究所副教授,所长,博士,2006年毕业于北京大学。研究方向:公共行政与公共政策。已发表学术论文100多篇,参与和负责澳门特别行政区政府交付的研究课题。曾荣获2009年第二届澳门人文社会科学研究优秀成果论文类三等奖。
