Leadership is a relatively special institutional arrangement in the personnel management system of the Macao SAR Government. It is an official group appointed from Macao's civil servants and independent of general civil servants. It has the characteristics of a mixture of administrative and administrative officers. In the final analysis, the leadership and leadership of Macao should essentially belong to the category of administrative work performed by clerks, whose work is different from that of administrative officers and general officers.
