As far as the promotion system of civil servants is concerned, the job system, assessment system, promotion training system and promotion examination system of civil servants in Macao have a wide and deep impact on the promotion system. Therefore, when researching and analyzing the promotion system of public servants, we cannot discuss the promotion system in terms of the rules of the promotion system itself. Instead, we should closely associate the promotion system with the job system, evaluation system, and promotion training system. Finding the key sticking points and focusing on solving these problems is the key to getting out of the current institutional dilemma and fully releasing the incentive function of the promotion system.
