This article examines the performance evaluation system of Macau's civil servants from the instrumental, communication, and managerial dimensions of government performance. It is not difficult to find that the performance appraisal system of Macao's civil servants reflects the instrumental and communicative understanding and insight into government performance in terms of institutional spirit and institutional arrangements. Of course, because government performance and civil servant performance are a difficult management project, in the management dimension, the performance evaluation system of Macau's civil servants still needs to further strengthen the communication between lower-level civil servants and even civil servants and citizens, integrate with various management chains such as incentives, responsibilities, and guarantee to achieve a complete transformation from performance measurement to performance management.
