The paper is written based on the result of the surveys conducted by Chinese Association of Foreign Service Trades（CAFST）regarding the operating conditions of its members in 2018. It summarizes the operating conditions of human resources service enterprises in 2018 in terms of general situation and various industry segments，and on this basis analyzes some issues closely related to the development of the human resources service industry.
