2018年是改革开放四十周年,中国人力资源发展成效显著。人力资源总量基本稳定,城镇化率和户籍人口城镇化率稳中有升,人才发展体制机制改革不断深化,公共部门人事制度改革持续进行,就业创业总体发展态势稳中向好,城乡就业结构日益改善,第三产业成为吸纳就业主力军,工资收入分配趋向合理,社会保障制度公平性和持续性进一步提升,劳动关系和谐稳定。本报告从人力资源基本状况、人才工作进展、公共部门人事制度改革、就业创业、收入分配、社会保障、劳动关系、人力资源服务业等方面介绍了2018年我国人力资源发展的新动态、新举措和新要求,并对当前和未来一段时间人力资源发展面临的新挑战和新要求做了展望。
<<In 2018,the 40th anniversary of reform and opening up,great achievements have been made in human resources in China. Specifically,the overall quantity of human resources remained stable;the urbanization rate and the percentage of registered permanent urban residents are steadily rising;job opportunities have increased significantly;the talent development mechanism has been continuously deepened;the personnel system reform in public sector has been constantly improved;the employment and entrepreneurship sector has presented a stable performance with good momentum of growth;the urban and rural employment structure has been continuously refined;the tertiary industry has created the most job opportunities;wage distribution tends to be more reasonable;the social security system becomes fairer and more efficient;and the labor relations are more harmonious and stable.
