Since the 18th National Congress，China has entered a critical period of comprehensively deepening the reform of “delegation of power and optimization of government service”. Governments at all levels have taken practical measures to speed up the implementation of the investment approval system. In regard to the reform of the engineering construction projects investment approval system，approval items and materials have been streamlined，the approval process has been innovated，the management ideas and supervision mode have been changed，so the investment approval time is greatly shortened，and the government service efficiency is continuously improved. CBD is a business card of the city. It has higher construction density and higher requirements for infrastructure functions. Therefore，it is necessary to improve the government efficiency of investment approval in CBD to demonstrate the vitality of the city. At present，relying on the pilot reform of urban investment approval reform for engineering construction projects，many CBDs carry out institutional innovation and make great breakthroughs. At the same time，under the special institutional background and CBD management mode in China，there is still room for further improvement.
