In recent years，urban CBD has played an increasingly important role in local development and local competitiveness improvement. It has become one of the main driving forces for attracting high-quality enterprises，gathering industrial resources，activating urban economy，and promoting inner city renewal. With the advancement of the reform of “delegation of power and optimization of government service”，the construction and development of CBD need to be shifted from hardware environment improvement to the promotion of public services and the construction of soft management environment. In order to promote the development of CBD，different cities have taken different approaches. This paper observes and analyzes the practice of Chang’an Road CBD，Dalian CBD and Zhengdong New District CBD，and puts forward some policy recommendations for the further reform of CBD government service. The recommendations include that city government should enhance the scientificity of the spatical planning，conduct refined management of environment facilities，perfect investment promotion policies，formulate talent introduction strategy and improve the government service level.
