随着“未备而老”和随迁老人增多等问题日益突出,深圳市面临着日益严峻的老龄化挑战,进一步推进医养结合成为深圳市应对老龄化问题的一项重要举措。作为第二批国家医养结合试点城市,深圳市政府高度重视开展医养结合工作。在此背景下,本报告采用实地调研法、访谈法和文献分析法对深圳市医养结合工作的历史背景、政策体系、发展成效、面临的机遇与挑战以及国内外经验进行探究,并提出进一步推动医养结合发展的政策框架和建议。本研究认为,深圳市医养结合政策初成体系、医养结合工作取得一定成效,但依然存在政策体系不完善、医养结合资源配置不足、服务水平相对较低、人才相对缺乏等困难。通过梳理借鉴国内外医养结合先进经验,本研究就进一步推动深圳市医养结合的发展提出完善政策制度、加强部门协调合作、提高医养服务水平和培养专业养老人才等建议。
<<With the aging without preparation and the increasing number of migration elderly,Shenzhen is facing increasingly severe challenges of aging and in the meanwhile,one of the important measures to deal with the aging problem is to actively promote the integration of medical care and older care. As the second batch of pilot cities for integration of medical care and older care,Shenzhen Municipal Government attaches great importance to the work of medical care and older care integration. According to this context,this report explores the historical background,policy system,development effectiveness,opportunities and challenges,as well as domestic and foreign experiences of Shenzhen’s integrated medical care and older care word by means of field investigation,interview and literature analysis,and puts forward policy framework and suggestions for further promoting the development of integrated medical care and older care work. This study considers that Shenzhen has achieved some results in the initial system of the integration of medical care and older care. However,there are still some difficulties such as imperfect policy system,inadequate allocation of medical and older care resources,and relatively lower level of service and lack of talents. By combing and drawing on the advanced experience of medical care and older care integration at home and abroad,this report puts forward some suggestions on further promoting the development of integrated medical and older care in Shenzhen,such as improving policy system,strengthening coordination and cooperation between departments,improving the level of medical and older care services and cultivating professional pension talents.
