This case introduces the basic situation of the Tianjin Beichen project，including the operation model of the project，how to select the social capital and the design of the PPP agreement，which is worthy of reference in overall planning，Project standard design and project supervision system construction. Especially in the aspect of project planning，this project deals with domestic waste and kitchen garbage in collaboration，which not only saves the construction cost，but also saves the operating cost. Under the condition of stricter environmental protection standards，EU 2010 emission standard is adopted in this project to meet the requirements of current environmental protection supervision. This project will be built into a domestic first-class，with the national AAA standard venous industrial park.
