This case introduces the specific measures and experience of Shanghai Municipal Eco-environment Bureau in promoting pollution control and reform and innovation in 2028 from two aspects：focusing on air，water and soil pollution control，launching a battle for pollution control；perfecting the local legal construction of environmental protection and strengthening the enforcement of environmental law. And it proves the effectiveness of Shanghai’s “Blue Sky，Blue Water and Pure Land” defense campaign in 2018.
