Under the background of the strategy of rural revitalization，the construction of rural governance system in Shandong Province can enhance the autonomous ability of villages and towns，promote industrial integration and talent revitalization，develop ecological organic agriculture industry，inherit excellent culture，and rebuild civilized rural style and beautiful rural construction. However，facing the development environment of the new era，rural governance is facing some problems and challenges，such as hollow rural areas，weakening the main body of rural governance，lack of innovation vitality，insufficient attention to the role of rural governance，fragmentation of rural governance，lagging behind the development of rural economy，disconnection from the actual needs and so on. In response to the challenge，Shandong should actively adjust its development strategy，build a pluralistic cooperative governance model of Party organization leadership，explore the integration of “three governance”，make full use of the “Internet+” means to innovate rural governance，encourage villagers and Xinxiang virtuous to participate in the process of rural governance，and assist rural “five revitalization”.
