2018 is the beginning of implementation of the rural revitalization strategy. Shandong province has formulated and issued the “1+1+5+N” rural revitalization policy planning system，which has been the framework for Qilu model of rural revitalization. Shandong has launched the “ten hundred thousand” demonstration project for exploring new models and experiences of Qilu rural areas，innovated the mechanism for managing agriculture-related funds which been allocate the county level in an integrated way，cultivated the “New Six Yields in Agriculture” and new type of agricultural businesses，and reformed the rural collective property rights system in a provincial-level pilot project to activate key resources. A three-year campaign to improve rural human settlements has been launched，and land use system reform been carried out to activate scattered plots of unutilized land in rural areas. Focus on rural talents’ training，importing，setting down and retaining to promote the revitalization of rural talent，Promoting rural governance through the construction of grass-roots Party organizations，shaping the soul and patterns of rural civilization，the overall force of rural revitalization further cohesion. The shortcomings of agricultural modernization，farmers’ income increase，rural infrastructure and public service，main body function of farmers rural revitalization，and the shortage of system supply of urban-rural integrated development need to be addressed in the implementation of the rural revitalization strategy in 2019. A blueprint has been drawn for rural revitalization in Shandong in 2018. In 2019，the plan will and should be further implemented through institutional reform and innovation.
