    枣庄市普惠金融改革试验区可行性研究

    摘要

    国务院印发《推进普惠金融发展规划(2016~2020)》提出,各地区要在风险可控、依法合规的条件下,开展推进普惠金融发展试点,推动改革创新,加强实践验证。2018年,山东省政府出台的《山东省现代金融产业发展规划(2018~2022年)》把发展普惠金融、建设国家普惠金融改革发展试验区作为重要内容。近年来,枣庄市按照国务院和山东省要求,开展普惠金融实践探索,并取得显著成效。本报告对设立枣庄市普惠金融改革试验区的必要性及可行性进行分析,通过总结各省普惠金融改革试点经验,提出要从建设功能强大的普惠金融综合服务平台、建设普惠金融六大体系等方面着手,进行枣庄市普惠金融改革试验区方案设计,并提出加强组织领导、严格考核督导、完善人才保障等试验区建设举措。

    Abstract

    The State Council issued the “Promote Inclusive Financial Development Plan (2016-2020)”,and lay out that under the conditions of risk control and legal compliance,all regions should carry out pilot projects to promote the development of inclusive finance,promote reform and innovation,and strengthen practice verification. In 2018,the “Shandong Province Modern Financial Industry Development Plan (2018-2022)” issued by the People’s Government of Shandong Province also made the development of inclusive finance and the construction of the national inclusive financial reform and development pilot zones as an important content. In recent years,Zaozhuang City has carried out inclusive financial practice exploration in accordance with the requirements of the State Council and People’s Government of Shandong Province,and has achieved significant results. This report analyzes the necessity and feasibility of establishing the inclusive financial reform pilot zones in Zaozhuang City. By summarizing the experiences of the inclusive financial reform pilot zones in each province,it proposes to begin with the construction of a powerful diversified financial services platform,construction of six systems of inclusive finance,etc.,to carry out the design of the inclusive financial reform pilot zones in Zaozhuang City,and proposes construction measures of the pilot zone such as strengthening organizational leadership,strict assessment and supervision,improve guarantees of talents.
