2018年,贵州土地供应市场扎实推进国土资源节约集约利用行动,加强建设用地批后监管,积极推进全省批而未供土地、闲置土地、城镇低效用地摸底调查,落实建设用地“增存挂钩”机制,加大存量土地处置盘活力度。利用土地市场动态监测监管系统,对照闲置土地督查问题清单开展自查清理,分解下达单位GDP建设用地使用面积下降年度目标,开展土地出让金迟缴清查。通过坚持最严格的集约节约用地制度,全省平均单位GDP建设用地量一直呈下降趋势,同时贵州省土地市场延续划拨、出让供应齐头并进的态势,供应总量及宗地数保持增长,土地市场市场化程度进一步提高,全省各类土地出让平均用地供应价格呈上涨趋势,土地出让收入增幅较大。
<<In 2018,economical and intensive utilization of land resources in the land supply market in Guizhou was promoted,the post-approval supervision of construction land was strengthened,the survey of unused land,idle land,and inefficient land in the whole province has been actively promoted,the mechanism of “Increasing Deposit Linkage Policy” of construction land was implemented,and the reactivation of land stock was strengthened. The dynamic monitoring and supervision system of the land market was used to carry out the clean-up of idle land according to the list of supervision problems,the annual target of the decline of the construction land area of the unit GDP was issued,and the clean-up of late payment of the land transfer fee was carried out. Due to the strictest system of economical and intensive utilization of land,the average unit of GDP construction land consumption in the province has been showing a downward trend. Meanwhile,the allocation and supply of the land market in Guizhou Province were developed simultaneously. The total supply and the number of land parcel kept growing. The degree of land marketization further improved,the average price of all kinds of land sale in the province was on the rise,and the income of land sale increased greatly.
