In 2018，CPC Beijing Municipal Committee launched the “No.1 Topic of Reform”—the Respond to Whistle Blowing Initiative and started to use Party building to guide innovation in grassroots governance. The purpose is to build a streamlined and efficient grassroots governance system，establish a responsive mechanism，solve grassroots governance problems，and provide “last mile” services. The CPC Miyun District Committee actively responded to the call of the Municipal Party Committee. It plunged itself into the capital’s reform and development and helped the capital to realize its functions as “four centers”. It has implemented the RWB initiative in consideration of Miyun’s status as the capital’s ecological conservation area and water source. This report analyses how Miyun District Committee has used the comprehensive evaluation mechanism for Party building as the tool to implement the RWB initiative. It highlights how the committee uses three sets of “combined measures” to ensure correct direction，accurate intervention and effective command，as well as the achievements of Party building in grassroots governance，solving governance problems and enhancing people’s wellbeing and security.
