The effort to build a community governance model featuring co-building，co-governance and sharing is important for building a rational social governance system. This study is based on Dongcheng District’s experience in building a new governance model with “three levels of management and interactions among five parties”. On the basis of analyzing Dongcheng District’s background，this study focuses on the following five areas：the “leading role” of Party organizations，the “major role” of the government，the collaborative role of social forces，the people’s autonomy，and the rule of law and rule of virtue. The report then summarizes Dongcheng’s main practices in using Party building to lead community co-governance，analyses the weaknesses and problems，and on this basis and puts forward suggestions：First，strengthen the leadership of the Party building work and improve the Party building system that places residents as the center；second，strengthen co-governance and improve the working mechanisms for harmonious communities；third，strengthen source control and improve mechanisms for creating safe communities；fourth，improve people’s well-being by raising community service and management standards；fifth，strengthen foundational management and improve the community itself.
