In 2018，China has made steady progress in the development of law-based government construction，with remarkable results. We made innovations in developing the system and mechanism of administrative legislation. The process of making administrative decisions by law has been significantly accelerated. The scope of major administrative decisions has been constantly clarified. Reform experimentation of administrative law enforcement reform were carried out nationwide. Significant progress has been made in making government affairs public. The practice of building a law-based government in 2018 has laid a solid foundation for the important goal of completing the building of a moderately prosperous society in all respects on schedule，and is an important deepening and vivid interpretation of the practice of comprehensively governing the country by law in the New Era.
