As the pioneering area of China’s reform and opening up，Guangdong Province has always attached importance to the leading role of legislation in the construction of the rule of law. In 2018，the legislations of Guangdong Provincial People’s Congress and its Standing Committee，and the municipal legislation of Guangdong Province have the following characteristics：legislative matters are relatively broad；legislative issues are prominent，and provincial legislation has focus on environmental protection and people’s livelihood；local and creative characteristics are addressed；the timelyness of regulations are payed attention to，the combination of creation，reform and annulment. The main contents of the two levels local legislation in Guangdong Province are focused on：speeding up the construction of an open economic system；standardizing urban and rural construction and management，realizing urban governance innovation；strengthening environmental protection and historical and cultural protection；strengthening legislation in the field of people’s livelihood；implementing talent development strategies and vigorously developing vocational education；enhance the awareness of the rule of law and strengthen the building of a government under the rule of law.
